Site Plan Review


The Engineering Department reviews site plan referrals from The Planning Board for conformance to Town Code and good engineering practices.  The review process consists of pre-application, preliminary review, and final approval.  The Department also reviews applications to ensure that they are in conformance with any applicable State regulations such as the SPDES General Permit for Stormwater Discharges from Construction Activity.

Required Inspections

 
Once a site plan has received approval from the Planning Board, the applicant or contractor must notify the Engineering Department two (2) weeks prior to the start of construction and arrange a preliminary construction meeting.  In addition, the applicant shall complete the Notice of Construction Commencement and submit it to the Engineering Department.  

During the course of construction, the Engineering Department requires a number of inspections in order to verify that the site features are constructed in accordance with the plans.  Each inspection and its requirements can be found on the Site Plan Inspection Schedule below.  The applicant or contractor shall notify the Engineering Department a minimum of 48 hours in advance of the anticipated inspection.  This request may be made via email or telephone and shall include the following:
Date and approximate time of requested inspection
Name and address of Site Plan
Name, address, and telephone number of contact person
Description of the inspection required 

Because site inspections may not reveal all problems, particularly subterranean issues, the Engineering Department takes no responsibility for constructed work that does not comply with submitted plans, nor does it make any representations that improvements/structures/features are constructed to the lines and/or grades shown on an approved plan.  Rather, this must be confirmed by the submission of an as-built survey following a field inspection.

Final Approval 

 
Once all site work has been completed in accordance with the Planning Board Approved Site Plans, the applicant shall submit a Notice of Completion of Construction as well as an As-Built drawing to the Engineering Department for review.  The As-Built shall be prepared by a Registered NYS licensed Land Surveyor or Professional Engineer and shall conform to the Check-Off List for Site Plan As-Built Drawings.
